Annex I Differentiation Proposals: Implications for Welfare, Equity and Policy

چکیده
Drawing upon a variety of different criteria, many nations have introduced proposals to differentiate the reductions in carbon emissions that would be required of industrialized nations in the short to medium term. This paper considers the relationship of these proposals to their underlying conceptions of equity, and to the self-interest of the nations proposing them. The MIT Emissions Prediction and Policy Assessment (EPPA) model is used to analyze the welfare implications of several prominent proposals, considering both cases where nations must carry out all emissions reductions domestically, and situations where trading in emissions permits is allowed. The consequences of applying two prominent differentiation measures to a global regime using a zero-based allocation of emissions rights is also explored. One conclusion is that a trading regime can yield important benefits in reducing potential conflict within developed nations, and help avoid complicated and divisive negotiations over burdensharing formulas.

The Risk Premium for Equity: Implications for Resource Allocation, Welfare and Policy*
Analysis of the equity premium puzzle has focused on private sector capital markets. The object of this paper is to consider the welfare and policy implications of each of the broad classes of explanations of the equity premium puzzle. As would be expected, the greater the deviation from the first-best outcome implied by a given explanation of the equity premium puzzle, the more interventionist...
متن کاملShould the Social Security Trust Fund Hold Equities? An Intergenerational Welfare Analysis
In a stochastic economy with overlapping generations, fiscal policy affects the allocation of aggregate risks. The paper shows how to compute the welfare effects of marginal policy changes that shift risk across cohorts, in general and for an application to social security equity investments. I estimate the relevant correlations between macroeconomic shocks and equity returns from 1874-1996 U.S...

In an asset-pricing model calibrated to match the standard asset pricing empirical properties –in particular, the time-variation in the equity premium – we calculate the welfare (value) implications of sub-optimal capital budgeting decisions. Specifically, we calculate that an investment policy that ignores the timevariation in the equity premium, such as would occur with a cost of capital foll...
متن کاملIntergenerationally Equitable Discounting and its Implications for Climate Policy
This paper investigates the properties of intergenerationally equitable discounting by using an axiomatically well-founded welfare function which was originally developed by Epstein (1983), and more recently extended by Bommier and Zuber (2008). In stead of seeking for the appropriate value of social rate of time preference, intergenerational equity is incorporated at axiomatic level. I show th...
متن کاملPublic Investment and the Risk Premium for Equity
Analysis of the equity premium puzzle has focused on private-sector capital markets. However, the existence of an anomalous equity premium raises important issues in the evaluation of public-sector investment projects. These issues are explored below. We begin by formalizing the argument that an equity premium may arise from uninsurable systematic risk in labour income, and show that, other thi...
